Quarry Hill, Kennedy’s Bush

An upmarket and exclusive hillside development in an area of the Christchurch Port Hills where there is nothing comparable.

The Challenge

A large parcel of land needed to be re-zoned from rural to residential. The re-zoning process was lengthy and vigorously opposed, so this development required in-depth planning and a good team to present a compelling case to the Christchurch City Council, various community groups and the Environment Court.

We produced a series of comprehensive development plans and engineering designs to meet the needs of all stakeholders and incorporated design parameters and constraints as they were raised.

The resulting 21 hectares of land re-zoned to Living Hills A (LHA) comprised a new zone created specifically for this development which limited site numbers to a maximum of 100.

Our Expertise

Services included presenting expert evidence at Environment Court and Council hearings, feasibility studies and property investigation, resource management planning and consents, subdivision and land-use consents, private plan changes, hillside subdivision planning and design and engineering design.

The Solution

To enhance the upmarket character of Quarry Hill, we designed a concept plan with sites ranging in size from a minimum of 850m2 but averaging in excess of 1500m2; all in accordance with the City Plan Rules.

All sites were designed to maximise views, provide excellent building platforms and, where possible, include gently sloping access ways that worked aesthetically and physically with the landform. Careful consideration was also given to width of access and turning areas.

A desirable, upmarket and exclusive hillside development where site sales quickly outstripped supply.
